If you are applying for an undergraduate scholarship abroad, your school-level qualifications (Matric and Intermediate, or O and A Levels) are your main academic record. The Inter Boards Coordination Commission (IBCC) is the body that attests Pakistani board certificates and issues equivalence certificates for foreign school qualifications. This guide explains which service you need and how to apply.
Equivalence vs attestation: which one do you need?
These two services are often confused:
| Service | Who needs it | What it does |
|---|---|---|
| Attestation | Students with Pakistani board certificates (SSC/Matric and HSSC/Intermediate) | Confirms that your certificate is genuine, after verification by your board |
| Equivalence | Students with foreign school qualifications (O Levels, A Levels, American High School Diploma, IB and others) | Converts your qualification into its Pakistani equivalent (SSC or HSSC) with marks or percentage |
- FSc, ICS, FA or I.Com students usually need attestation of their Matric and Intermediate certificates.
- O and A Level students usually need equivalence (and the equivalence certificate itself can then be attested where required).
Do you actually need IBCC for studying abroad?
IBCC's own FAQ says it depends on the country and institution. In practice:
- Many universities and scholarships accept scanned copies of your certificates at the application stage and only ask for attested documents at enrolment or visa stage.
- Some government scholarships and countries (for example China, Türkiye and several Middle Eastern and Central Asian countries) commonly ask for IBCC-attested documents, and sometimes MOFA attestation or apostille on top.
- Some scholarships, such as those managed through HEC, may ask for IBCC equivalence for O/A Level students so that your marks can be compared with FSc students.
Check the official requirements for each scholarship before applying.
How IBCC attestation works (Matric and Intermediate)
- Get your certificates verified by your board. Your BISE (for example BISE Lahore, Rawalpindi or Karachi) must verify the documents. For boards connected to IBCC's system, verification may be visible online.
- Apply on IBCC's online attestation portal, accessible from ibcc.edu.pk. Fill in the form and choose how to submit: appointment, courier or express service.
- Pay the fee online or through a bank challan. Check the current fee on the IBCC website; it is charged per document.
- Submit your documents at your appointment at an IBCC regional office, or send them by courier if you chose that option. You will normally need the originals, photocopies, the application printout, payment receipt, and copies of your CNIC or B-Form and your father's CNIC.
- Collect or receive your attested documents. IBCC's FAQs describe same-day return for appointments and longer times for courier submissions.
Points to note from IBCC's FAQs:
- IBCC attests certificates from recognised Pakistani boards, but it does not attest migration, character or provisional certificates.
- Remove any plastic lamination before submitting; laminated documents may not be accepted.
- Attestation generally remains valid unless the issuing authority cancels the certificate.
How IBCC equivalence works (O/A Levels and foreign qualifications)
- Gather your documents: O and A Level certificates or statements of results, a photograph, attested CNIC or B-Form copy, and any previous IBCC equivalence or provisional letter. Foreign documents not in English need an official English translation.
- Apply through IBCC's equivalence portal via ibcc.edu.pk, or submit at a regional office or by courier as IBCC allows.
- Pay the fee. IBCC charges different fees for foreign and local qualifications and offers an urgent service for O/A Levels. Check current fees on the official site.
- Receive your equivalence certificate, which states the Pakistani equivalent of your qualification (SSC or HSSC) and the converted marks.
Important points:
- Statements of results have limited validity for equivalence purposes; IBCC notes that after a certain period the original certificate is required. If you are still waiting for your A Level certificate, you may receive a provisional equivalence.
- Subject requirements matter. For example, Pakistani medical and engineering admissions require specific subjects for equivalence to FSc Pre-Medical or Pre-Engineering. If you also plan to apply in Pakistan, check IBCC's subject rules carefully.
- Equivalence is mainly for use in Pakistan. Most foreign universities assess O/A Levels directly because they are internationally recognised. You may need equivalence mainly for Pakistani scholarship schemes, HEC nominations or Pakistani backup applications.
Common problems and how to avoid them
- Name mismatches: Make sure your name and father's name match on your B-Form/CNIC, school certificates and passport.
- Unverified board results: If your board has not verified your certificate, IBCC cannot attest it. Start with the board.
- Last-minute rush: IBCC offices are busy in admission seasons. Apply at least a month before you need the documents.
- Using agents: You do not need an agent for IBCC services. If you use a courier, use the options listed on IBCC's official website.
- Suspensions: IBCC and other agencies have occasionally suspended online verification for security reasons. Follow IBCC's official website and social media for notices.
After IBCC: MOFA attestation or apostille
If your destination country requires legalisation, take your IBCC-attested documents to the Ministry of Foreign Affairs. MOFA requires board certificates to be IBCC-attested first. For countries in the Apostille Convention, MOFA issues an apostille; registration is online at apostille.mofa.gov.pk. Check the current status and fee before you go.
Key takeaways
- Matric and Intermediate students need IBCC attestation; O/A Level students usually need IBCC equivalence.
- Get board verification first; IBCC cannot attest unverified certificates.
- Check whether your scholarship needs attested documents at the application stage or only later.
- Check current fees and procedures on ibcc.edu.pk; you do not need an agent.
- MOFA attestation or apostille comes after IBCC, only if your destination requires it.
