Finland has become popular with Pakistani students for its English-taught degrees, a calm and safe environment, generous work rights during studies, and a long job-search permit after graduation. Tuition is charged to non-EU students, but many universities offer 50% or 100% tuition waivers at admission. Doctoral studies have no tuition, and most PhD candidates are employed as salaried doctoral researchers. One practical point catches many Pakistani applicants out: residence permit applicants from Pakistan currently prove their identity at VFS Global in Doha, Qatar, not in Pakistan.
Currency used in this guide: €1 ≈ PKR 325 (approx., October 2026). Treat all PKR figures as rough guides.
| Quick facts | Finland |
|---|---|
| Language of teaching | Many bachelor's and master's programmes in English; Finnish and Swedish also used |
| Academic year and intake | Late August to May/June; main intake autumn, a few January starts |
| Tuition (non-EU) | Roughly €8,000 to €20,000 a year at universities (approx. PKR 2.6 to 6.5 million); universities of applied sciences often €6,000 to €12,000 |
| Living costs | Migri minimum €800 a month (€9,600 a year), approx. PKR 260,000 a month |
| Part-time work | Average of up to 30 hours a week during studies |
| After graduating | Residence permit to look for work (up to about 2 years, approx.) |
Budget options: what you can do on every budget
| Budget | Route | What it looks like |
|---|---|---|
| Fully funded (and paid) | Doctoral researcher post at a Finnish university | No tuition. Salaried positions typically pay about €2,500 to €3,200 a month gross at the start (approx., varies by university and field), roughly PKR 810,000 to 1 million. Advertised on university job pages. |
| Fully funded master's | Erasmus Mundus Joint Master's with a Finnish partner | Tuition, travel and a monthly allowance. Highly competitive. |
| Tuition covered, you pay living costs | 100% admission scholarship, e.g. Aalto University Scholarship (Category A) or University of Helsinki 100% award | Full tuition waived for the normal duration. You still need €9,600 for your first year to satisfy Migri. |
| Part-funded | 50% waiver (Helsinki, Aalto Category B, Tampere) or early-bird discounts (LUT, Oulu, Turku) | You pay around €6,000 to €10,000 a year in tuition plus living costs. |
| Self-funded | Full fee plus living costs | First year roughly €18,000 to €30,000 (approx. PKR 5.9 to 9.8 million). |
The Finland Scholarship has ended. This national scheme (full tuition for the first year plus a €5,000 relocation grant) ran from 2022 to 2024. Aalto University confirms it "will not be granted in future admissions". Many websites still advertise it. Study in Finland also states clearly that there are no government scholarships for bachelor's or master's degrees, so any "Finnish government fully funded scholarship" offer is a red flag.
University costs
Tuition. Each university sets its own fees for non-EU/EEA students. Approximate 2026/27 master's fees reported by universities:
| University | Master's tuition per year | Waivers for new students |
|---|---|---|
| University of Helsinki | €13,000 to €18,000 | 50% or 100% (most awards are 50%) |
| Aalto University | About €15,000 (business) to €20,000 (arts and architecture) | 100% (Category A) or 50% (Category B), decided at admission |
| Tampere University | About €12,000 | 50% for the programme, plus an early-bird reduction in year one |
| LUT University | About €15,000 | Early-bird discount; year-two award for good progress |
| University of Oulu | €10,000 to €14,000 | Early-bird discount; partial waiver in year two |
| University of Turku | Varies | Year-two merit award and early-bird discount |
These fees and terms change yearly; check each official page. Bachelor's fees are similar. The Finnish Government has also proposed changes to how non-EU tuition is set, so watch for updates for 2027 and beyond.
Application. You apply through Studyinfo.fi (Opintopolku). The main joint application for English-taught programmes usually runs in December and January. Most Finnish universities do not charge an application fee. Scholarship consideration is usually part of the same application, often just by ticking a box, and cannot be added later.
Doctoral studies: no tuition, often a salary. Finnish universities do not charge tuition for doctoral programmes. Most doctoral candidates work as employed "doctoral researchers" on fixed-term contracts with a salary under the university salary system, plus Finnish employee benefits. Some are funded by foundation grants instead, which are usually tax-free but smaller. Positions are posted on university job pages, often with calls in autumn and spring.
Living costs
Approximate monthly ranges for a single student:
| City | Rent (student flat or shared room) | Food | Transport | Total per month |
|---|---|---|---|---|
| Helsinki / Espoo | €450 to €750 | €250 to €350 | €35 to €45 (student) | €850 to €1,250 (PKR 276,000 to 406,000) |
| Tampere | €380 to €600 | €250 to €320 | €30 to €40 | €750 to €1,050 |
| Turku | €350 to €550 | €250 to €320 | €30 to €40 | €720 to €1,000 |
| Oulu | €320 to €500 | €230 to €300 | €30 to €40 | €680 to €950 |
Student housing foundations (HOAS in Helsinki, TOAS in Tampere, TYS in Turku, PSOAS in Oulu) are the cheapest option. Apply as soon as you accept your place.
Scholarships and need-based funding
- University admission scholarships: 50% or 100% waivers at Helsinki and Aalto; 50% at Tampere; early-bird reductions and year-two awards at LUT, Oulu and Turku. Universities of applied sciences such as Metropolia, Haaga-Helia, TAMK and JAMK also offer waivers. None of these cover living costs.
- Erasmus Mundus Joint Masters with Finnish partners: https://www.eacea.ec.europa.eu/scholarships/erasmus-mundus-catalogue_en
- Doctoral researcher positions: salaried employment; search each university's vacancy page (for example jobs.helsinki.fi) and contact potential supervisors with a short research outline.
- Finland Scholarship: ended in 2024; not available.
- No government bachelor's or master's scholarships exist for international students.

Student visa: steps, documents and fees
Finland issues a residence permit for studies, applied for online through Migri (Finnish Immigration Service) at Enter Finland.
- Get admitted through Studyinfo.fi and accept your place.
- Pay tuition for the first year, or show the amount in your account in addition to living funds.
- Show funds: at least €800 a month, which means €9,600 in your account for a course of one year or longer (approx. PKR 3.1 million). A grant for living costs reduces this amount. A tuition waiver does not.
- Health insurance: required; the level of cover depends on how long you will study, so check Migri's insurance rules.
- Apply online at Enter Finland and pay the fee: €600 online or €750 on paper (from 1 January 2026). Approx. PKR 195,000 online.
- Prove your identity: since 1 October 2025, Pakistani citizens who do not live permanently in the UAE or Bahrain apply in person at VFS Global in Doha, Qatar. The Finnish Embassy in Islamabad does not handle residence permits. You may need a Qatari visa to attend, so plan this early.
- Wait for a decision: Migri treats student applications as a priority; check its processing-time tool.
Documents: passport, admission letter, proof of tuition payment or waiver, bank statement showing the required amount, insurance, and attested degrees (/library/guides/hec-degree-attestation-guide). See also /library/guides/document-checklist-pakistan and /library/guides/ielts-toefl-duolingo-guide.
Working while studying and after graduating
- You may work an average of 30 hours a week in any field during studies (about 1,560 hours a year). Credit-bearing internships and thesis work agreed in advance do not count.
- After graduating, you can apply for a residence permit to look for work or start a business. It has typically been granted for up to two years (approx.; check Migri's current rules).
- Finland also offers routes to permanent residence for graduates who stay and work; rules changed in 2026, so read Migri's current guidance.
- Learning basic Finnish makes a big difference to finding work outside the tech sector.

Common mistakes Pakistani applicants make
- Chasing the Finland Scholarship. It ended in 2024.
- Not planning the Doha trip. Identity checks for Pakistani applicants are in Qatar; budget for travel and any visa.
- Showing less than €9,600. A tuition waiver does not reduce the living-cost requirement.
- Forgetting the scholarship checkbox. Most university waivers cannot be requested after the application closes.
- Expecting work to pay for everything. 30 hours a week helps, but part-time jobs can be hard to find without Finnish.
- Trusting "fully funded government scholarship" posts. Read /library/guides/avoiding-scholarship-scams.
