PIONEER is a two-year Erasmus Mundus Joint Master in public sector innovation and digital government, run by KU Leuven (Belgium), the University of Münster (Germany) and Tallinn University of Technology (Estonia). Students move between these universities and study how governments use technology, data and innovation. It suits graduates in public administration, political science, law, economics or information systems who want a career in digital government.

The official site (pioneer-master.eu) blocked automated access when this was checked, so we could not confirm the 2027 deadline. Course listings give 16 September 2027 as the start date and list EMJM scholarships, and Münster's research portal shows a renewed 'PIONEER II' grant. Erasmus Mundus scholarship deadlines usually fall between December and February, so check the official site from October 2026.
