Japan attracts Pakistani students who want world-class research, safe cities and a clear path into technical jobs. Fees at national universities are moderate, the MEXT scholarship is fully funded and generous, and Japan is actively recruiting international graduates because of its shrinking workforce. The main hurdle is language: most bachelor's degrees are taught in Japanese, though many master's and PhD programmes run in English.
All money figures use JPY 1 ≈ PKR 1.8 (so ¥100,000 ≈ PKR 180,000), open market, October 2026. Treat conversions as approx.
| Quick facts | Japan |
|---|---|
| Language of teaching | Japanese for most bachelor's degrees; many English-taught master's and PhD programmes |
| Academic year / intakes | April (main); September or October for many English-taught and graduate programmes |
| Typical tuition (per year) | National: ¥535,800 standard (PKR 964,000), some rising for international students from 2027. Private: approx. ¥800,000 to 1,500,000 (PKR 1.44m to 2.7m) |
| Monthly living cost | approx. ¥85,000 to 170,000 (PKR 153,000 to 306,000) |
| Part-time work | Up to 28 hours a week with permission; up to 8 hours a day in long vacations |
| Post-study work | Job-hunting status for up to one year; then a work visa with a job offer |
Budget options: what you can do on every budget
| Budget | Route | What it looks like |
|---|---|---|
| Fully funded (zero cost) | MEXT via the Embassy of Japan in Pakistan or via university recommendation; JDS (for Pakistani government officials); ADB-Japan Scholarship Program (selected master's programmes) | MEXT pays tuition, entrance and exam fees, a monthly stipend of ¥143,000 to 145,000 (PKR 257,000 to 261,000) and return airfare. |
| Low fee with a partial grant | Tuition waiver (50% or 100%) at a national university plus JASSO Honors Scholarship (¥48,000 a month, about PKR 86,400) or a private foundation award (Rotary Yoneyama, Honjo and others); lab research assistant pay for PhD students | You pay part of tuition and most living costs. Own cost approx. ¥1.0m to 1.6m a year (PKR 1.8m to 2.9m). |
| Self-funded, mid-range | National university outside Tokyo (Sendai, Fukuoka, Hiroshima, Okayama) or a Japanese language school first, then university | approx. ¥1.6m to 2.2m a year all-in (PKR 2.9m to 4.0m). |
| Self-funded, premium | Private university in Tokyo (Waseda, Keio, Sophia), English-taught programme | approx. ¥2.5m to 3.5m+ a year all-in (PKR 4.5m to 6.3m+). |
The realistic "middle path" for many Pakistanis is a national university in a regional city, a tuition waiver after the first semester, and legal part-time work of up to 28 hours a week.
University costs
National universities follow a standard set by MEXT:
- Tuition: ¥535,800 a year (≈ PKR 964,000).
- Entrance fee: about ¥282,000 once (≈ PKR 507,600).
- Exam or application fee: about ¥17,000 for bachelor's and ¥30,000 for graduate programmes (PKR 30,600 to 54,000).
Fees are rising for international students at some national universities (changes yearly). Tohoku University will charge new international bachelor's and master's students ¥900,000 a year (≈ PKR 1.62m) from the 2027 academic year; PhD students are not affected. The University of Tsukuba will raise international tuition to ¥608,800 (≈ PKR 1.1m) from 2027. Check each university's fee page for your intake year.
Private universities charge approx. ¥800,000 to 1,500,000 a year (PKR 1.44m to 2.7m) for humanities, business and science; medicine and dentistry cost much more.
Japanese language schools charge approx. ¥700,000 to 900,000 a year (PKR 1.26m to 1.62m). This route suits bachelor's applicants who need Japanese and the EJU (Examination for Japanese University Admission).
Many national universities offer tuition exemption (half or full) to students with good grades and limited income. You usually apply after arriving, each semester.
Living costs
Monthly estimates for a single student (approx., 2026). University dorms are cheaper than private flats.
| City | Rent | Food | Transport | Total per month |
|---|---|---|---|---|
| Tokyo | ¥40,000 to 80,000 | ¥30,000 to 45,000 | ¥7,000 to 12,000 | ¥120,000 to 170,000 (PKR 216,000 to 306,000) |
| Osaka / Kyoto | ¥35,000 to 65,000 | ¥28,000 to 40,000 | ¥6,000 to 10,000 | ¥95,000 to 135,000 (PKR 171,000 to 243,000) |
| Fukuoka | ¥28,000 to 50,000 | ¥25,000 to 38,000 | ¥5,000 to 9,000 | ¥85,000 to 120,000 (PKR 153,000 to 216,000) |
| Sendai | ¥28,000 to 48,000 | ¥25,000 to 36,000 | ¥5,000 to 9,000 | ¥85,000 to 115,000 (PKR 153,000 to 207,000) |
Totals include phone, utilities and National Health Insurance (approx. ¥1,500 to 2,500 a month for students). Halal food is available in big cities; in smaller cities you will cook more.
Scholarships and need-based funding
MEXT (Japanese Government) Scholarship. The strongest option. Coverage: full tuition, entrance and exam fees, a monthly stipend (2027 figures: ¥143,000 for preparatory or non-degree research, ¥144,000 for master's, ¥145,000 for PhD) and return airfare. Research students must generally be under 35. There are two routes:
- Embassy recommendation. Apply to the Embassy of Japan in Islamabad (or the Consulate-General in Karachi for applicants from Karachi and Balochistan). The 2027 Research call closed on 26 May 2026. Shortlisted candidates sit a written test and interview, then you seek a letter of provisional acceptance from Japanese universities. Expect the 2028 call around April to May 2027 (changes yearly). The embassy also runs undergraduate and other MEXT categories in some years; check its page.
- University recommendation. You apply directly to a Japanese university where a professor has agreed to host you. The university nominates you to MEXT. Most universities post guidelines in August to September and close between October and January, for April or October start. You cannot apply for both routes in the same year, so pick carefully.
JASSO Honors Scholarship for Privately-Financed International Students. ¥48,000 a month for up to 12 months (AY 2026 rate), for self-funded students on a student visa whose monthly support is ¥90,000 or less. Apply through your university, often at admission.
Other funding:
- JDS: master's degrees for young Pakistani government officials.
- ADB-Japan Scholarship Program: selected master's programmes in economics, management, science and technology.
- University tuition waivers and university scholarships (for example at APU, Hiroshima, Tsukuba).
- Private foundations: Rotary Yoneyama, Honjo International, Nakajima, and others, usually applied for after arrival.

Student visa: steps, documents and fees
Japan uses a two-step process: first the Certificate of Eligibility (COE) inside Japan, then the visa in Pakistan.
- Admission. Get your admission letter. Your university or language school applies for your COE at the Immigration Services Agency of Japan. This takes about one to three months.
- Attestation. Have your degrees and transcripts attested by HEC (IBCC for school certificates) and apostilled by MOFA if requested. See our HEC degree attestation guide.
- Apply in Pakistan. Submit at the Japan Visa Application Centre (VFS Global) in Islamabad or Karachi. Residents of Sindh and Balochistan must use Karachi.
- Documents: application form, photo (2 x 1.4 inches), passport with two blank pages plus old passports, CNIC copy, original COE and admission letter, educational certificates, CV, unpaid flight booking, sponsorship letter, sponsor's bank statement for six months, sponsor's tax returns for the last two years, proof of accommodation and proof of fee payment.
- Proof of funds: no fixed national figure; schools commonly expect evidence of about ¥2,000,000 or more for the first year (≈ PKR 3.6m), approx. Scholarship holders show their award letter.
- Fees: Pakistani passport holders are exempt from the visa fee. The VFS service fee is PKR 3,500 per application.
- Processing: at least six working days after submission; some cases take weeks.
- On arrival: you receive a residence card at the airport. Register your address at the city office within 14 days and join National Health Insurance.
Use our document checklist and visa and pre-departure checklist.
Working while studying and after graduating
During studies. Apply for "Permission to Engage in Activity Other Than That Permitted" (you can do this at the airport on arrival). It allows up to 28 hours a week in term and up to 8 hours a day during long vacations. Convenience stores, restaurants, tutoring and lab assistant work are common. Adult entertainment work is banned at all times. Exceeding 28 hours can cost you your visa renewal.
After graduating. You can switch to a "Designated Activities" status to job-hunt for up to one year (usually six months plus a six-month extension, with university support). Once hired, you move to a work visa such as Engineer/Specialist in Humanities/International Services. Japanese language ability (JLPT N2 or higher) makes a large difference in finding work, even in IT.

Common mistakes Pakistani applicants make
- Writing to professors with a generic, mass-copied email. Read their recent papers and propose a research plan that fits their lab.
- Using a weak research plan for MEXT. The plan carries great weight in screening and interviews.
- Assuming English-only life is easy. Learn basic Japanese before you go; it helps with jobs, housing and daily life.
- Choosing a language school agent who promises jobs. Language school students are also limited to 28 hours a week. See avoiding scholarship scams.
- Showing sudden large deposits in the sponsor's account without tax records. Officials look for consistent income.
- Missing the address registration or health insurance after arrival.
