No, Stipendium Hungaricum has no application fee. The programme's own FAQ says the online application and the admission examinations are free of charge, so a Pakistani student pays nothing to the scholarship or to the Hungarian universities to apply through it.

That doesn't mean the whole process costs nothing. Below is what the official pages say, read on 1 November 2026, and the costs a family in Pakistan does meet on the way.

What the official pages say

  • Stipendium Hungaricum. The programme's FAQ, Do Stipendium Hungaricum applicants have to pay for their application?, answers no: the online application and taking part in the admission examinations are free. It also warns applicants not to apply through agencies the host universities don't know, because the programme works with each country's responsible authority (for Pakistan, HEC), not with agencies.
  • A host university. The University of Debrecen's Stipendium Hungaricum FAQ says the entire scholarship application and admission process is free of charge.
  • HEC. HEC nominates Pakistani applicants. Its eligibility page for the 2026-27 round mentions no application or processing fee. HEC's programme page asks you to submit the complete application on both the HEC scholarship portal and the Stipendium Hungaricum portal.

So the honest answer for a parent is: the scholarship application is free, and anyone who asks you for a "processing fee" to submit it is not part of the official process.

What you still pay for along the way

These are costs set by other bodies, not by Stipendium Hungaricum. Check each fee on that body's own page, because they change.

Cost Who charges it When it applies
HAT or USAT test fee HEC's Educational Testing Council (ETC), paid through 1Link/1Bill with the consumer number your ETC account shows HEC asks for at least 50% in HAT (master's and PhD) or USAT (bachelor's); see our HAT test guide
English test, if your programme asks for one The test provider (IELTS, TOEFL or others) Each Hungarian programme sets its own English rule, so check the programme's page. Our English test guide compares the tests
Attestation and equivalence HEC (degrees) and IBCC (matric and intermediate) When your documents need it; see the HEC attestation guide and the IBCC equivalence guide
Translations, copies and courier Whoever you use Only if a document isn't in English or Hungarian
Medical certificate Your doctor HEC's eligibility page says you bring it with you and present it at the compulsory medical examination in Hungary, only if you win the scholarship

HEC's eligibility page for 2026-27 accepted HAT scores from on or after 15 January 2024 and USAT scores from on or after 15 January 2025. Check the new round's dates before you book a test, so you don't pay for one too early or too late.

Do I pay for the entrance exam or interview?

No. Hungarian universities test or interview nominated applicants, often online, and the Stipendium Hungaricum FAQ says taking part in these admission examinations is free. The University of Debrecen's FAQ expected them between mid-March and the end of May in the 2026 round.

Is it free if I apply without the scholarship?

Not usually. If you apply to a Hungarian university as a self-funded student, its normal fees apply. Corvinus University of Budapest's fees page, for example, lists a €100 application fee and a €295 administration fee for self-funded applicants (about Rs 1.2 lakh together, at €1 = Rs 311 on Wise on 1 November 2026). The University of Debrecen's FAQ says applicants who are not nominated can still apply self-financed directly to the university. Don't confuse that route with the scholarship: they are separate applications with different costs.

Is Stipendium Hungaricum fully funded?

It pays tuition in full, but the living money is modest. The programme page lists free tuition, a monthly stipend of HUF 43,700 for bachelor's and master's students (HUF 140,000 and then HUF 180,000 for PhD students), a free dorm place or HUF 40,000 a month towards rent, and health cover. It calls these "only a contribution" to living costs. The University of Debrecen's FAQ adds that the scholarship doesn't cover travel, books or medicines bought at a pharmacy. Our cost of living in Hungary guide sets the stipend against real monthly costs in rupees.

Should I pay an agent to apply for me?

No. The application is free and you make it yourself on the two official portals. The Stipendium Hungaricum FAQ tells applicants not to pay agencies for help, and HEC's eligibility page says a nomination by HEC is not an award: the Tempus Public Foundation makes the final decision. Nobody can sell you a guaranteed place. If someone asks for money to "secure" a nomination or a seat, walk away and read our guide to avoiding scholarship scams.

When does the next round open?

On 1 November 2026, HEC's Stipendium Hungaricum page still showed the 2026-27 call, which closed on 15 January 2026. Our Stipendium Hungaricum 2027 guide tracks the 2027-28 round, and the scholarship page has the eligibility rules and documents.

Your next step

Make a list of the documents you will need with our document checklist, check whether you have a valid HAT or USAT score for the new round, and set aside money only for the test and the documents, not for any "application fee". Apply on the HEC portal and the Stipendium Hungaricum portal yourself, and confirm every date and rule on the official pages before you pay for anything.
